Miami Herald, The (FL) - June 16, 1988 Deceased Name: WILLIAM EEFTING, EX-PUBLIC WORKS CHIEF William "Ted" Eefting, former director of the Miami Public Works department, died Monday of cancer in his Miami home. He was 86. Mr. Eefting worked for the city for more than 20 years, 10 of those as public works director. "His greatest asset was that of a teacher," said Vincent Grimm, who worked under Mr. Eefting. Grimm later became assistant city manager. Many of Mr. Eefting's proteges went on to become city departments directors or assistant city managers. But it was tough learning under Mr. Eefting, nicknamed "The Barracuda" because he sneaked up on employees while they worked. "His methods were kind of like the Chinese torture test," Grimm said. "He would come to you and ask you to do something and if you said you didn't do that job, he would come back the next day and ask you the same question. After he asked 50 times, you did the job out of self-defense." As public works director, Mr. Eefting began a sewer program for the city, eliminating many septic tanks, and developed a drainage system for city streets. He supervised four renovations at the Orange Bowl, a Dinner Key auditorium renovation and construction of a marina off Rickenbacker Causeway. He retired in 1972. Born in Chicago, Mr. Eefting got an early taste of engineering through his father, a surveyor. By 14, he was helping his father in Chicago and later West Palm Beach, when the family moved. He became a registered surveyor and an engineer after attending Illinois Polytechnical Institute. He worked in Kansas for several years, returning to Florida with his wife. He worked for the federal government, designing flood gates for Lake Okeechobee and Air Force base airfields around Florida. When their second child was born in 1933, the Eeftings moved to Miami. "Florida was growing so fast and we were having a boom," his wife Evelyn said. "There was a lot of construction. All the young men in the country came to Florida because this was the place to be." Mr. Eefting liked Florida's environment. During his tenure as director, he tried to preserve parks and green areas. "He didn't want it to be desecrated," his wife said. He was also active in the Lion's Club. After becoming a member in the West Palm Beach chapter as a young man, he helped establish the Allapattah Club. He was especially interested in raising money for the club's eye bank. In addition to his wife, Mr. Eefting is survived by son Ronald, daughter Karen Hardin, five grandchildren, sister Irene Mickle and brother Milton. Services were held.
